Please tell the FDA to save homeopathy

Dear [Decision Maker],

I am writing to request that you call the legislative office at the FDA this week.  Please understand that I believe the FDA has important existing authority and I want to support that authority. Unfortunately, the FDA's Draft Guidance on homeopathy undermines and weakens the agency's authority to insure the quality, purity and proper labeling of homeopathic medicines.

Please urge the agency to consider seriously proposals regarding homeopathic medicines that will be offered in a meeting with a Congressional delegation that includes Rep. Andy Biggs (R-AZ); Rep. Jeff Fortenberry (R-NE), a member of the Appropriations Committee; and Rep. Sanford Bishop (D-AL), chairman of the Appropriations Subcommittee on Agriculture, Rural Development, Food and Drug Administration, and Related Agencies.

Ask the FDA to listen carefully to what the members of the delegation have to say about the FDA's Draft Guidance on homeopathy and about an alternative approach.

Here is some background on the issue and some information about how the Draft Guidance undermines the FDA's existing authority:

As you may know, there was an amendment proposed to the fiscal year 2020 appropriations bill that would "prevent funds from being used to finalize, implement, or enforce the draft guidance issued by the Food and Drug Administration in December of 2017 titled 'Drug Products Labeled as Homeopathic: Guidance for FDA Staff and Industry.'"

The amendment was withdrawn after some members of Congress agreed to meet with the FDA to discuss the Draft Guidance.

1. The Draft Guidance purports to address improperly manufactured homeopathic products, something I support. But the Draft Guidance drops all of the explicit manufacturing and labeling guidelines contained in the existing guidance the FDA uses for homeopathic medicines. Under the Draft Guidance Americans would have less assurance of the quality and purity of the homeopathic medicines they take.

2. The Draft Guidance seeks to rid the marketplace of falsely labeled products, something I also support. Instead, the guidance is so poorly written that it targets for enforcement all products labeled homeopathic rather than making a distinction between products falsely labeled as homeopathic and those which are actually homeopathic medicines and already proven safe and effective under an approval process sanctioned by current law.* As written, the Draft Guidance threatens to cut off all Americans from access to legitimate and effective homeopathic medicines while conceivably leaving some improperly labeled products untouched due to lack of enforcement resources.

The problems the FDA cites as reasons for introducing the Draft Guidance--falsely labeled and improperly manufactured products--are better addressed by the FDA's existing guidance. And, the agency has been effectively addressing these issues when it applies the standards it already has in place.

Americans for Homeopathy Choice, an advocacy group representing over 25,000 homeopathy consumers, submitted a Citizen Petition that addresses the above concerns and to which a response is due from the FDA. Again, my request is for you to call the FDA this week and urge the agency to wait until the results of its meeting with the members of Congress mentioned above before taking any action on the Draft Guidance or the Citizen Petition.

As someone who relies on homeopathy as a safe, effective and affordable health care option, I would very much appreciate your prompt attention to this issue.

* All approved homeopathic medicines are included in the Homeopathic Pharmacopoeia of the United States which is recognized by the Food, Drug and Cosmetic Act as the official formulary for homeopathic medicines.
